Ipswich retaining wall materials, one motorway from the yard

The freight story for Ipswich is unusually simple: Ipswich is about 40 km west of the Brisbane CBD, the Ipswich Motorway is the road that links the two cities, and our yard sits at the Brisbane end of that motorway. Ipswich takes in a lot of newer estates and a lot of acreage, and the two present opposite access problems. A new estate block is often narrow with a single crossover, kerbs still fresh and other trades parked out the front. An acreage block has room but may have a soft or unsealed driveway, and loaded crane trucks are heavy and they bog. Either way, tell us before the truck is booked. Council approval in Ipswich
Ipswich City Council's published retaining wall guideline states that building approval is required if any of the following apply:
- the wall has a surcharge loading over the zone of influence for the wall
- the total height of the wall and of the fill or cut retained by the wall is more than 1m above the wall's natural ground surface
- the wall is closer than 1.5m to a building or another retaining wall
The part that is specific to Ipswich: siting
Ipswich also sets siting rules by height, and this is the detail most buyers miss because it is a separate approval from building approval. On the council's guideline:
- below 1.0 m, a wall may be built to the boundary
- from 1.0 m to 2.0 m, a wall on a boundary or within setbacks requires Siting Variation approval
- over 2.0 m, a wall may require Siting Variation approval and/or Amenity and Aesthetics approval
The practical consequence is that in Ipswich a wall can clear the building approval question and still need a planning approval because of where it sits on the block. If you are building on or near a boundary at 1.0 m or above, ask about siting before you order material, not after.
Ipswich City Council also recommends that where a wall affects a neighbour you consult with that neighbour before starting any work, which is sound advice given that in Queensland a retaining wall is not a fence and there is no automatic cost split. An honest caveat on the Ipswich figures
The Ipswich figures above come from a council retaining walls guideline dated January 2015, version 01. We could not locate current equivalent guidance on the Ipswich City Council website, so treat these as a starting point and confirm the current requirements directly with Ipswich City Council or a licensed private building certifier before you order material. Ground and water in Ipswich
Ipswich sits on the Bremer River and has a long and well documented flood history: the 1893 flood peaked at 24.5 metres, the 1974 flood at 20.7 metres and the 2010 to 2011 floods at 19.4 metres. Ipswich is also the cradle of coal mining in Queensland, with mining in the area going back to the 1840s.
