Retaining wall materials delivered into Northern New South Wales
HYBUILT supplies retaining wall materials into Northern New South Wales from our yard at 28 Shettleston Street, Rocklea QLD 4106. Our published service area runs south to Lismore, which is about 200 km south of Brisbane.
Northern New South Wales is the one part of our delivery area where crossing a line on a map changes two things at once: the planning rules that decide whether your wall needs approval, and the biosecurity rules that decide what we are allowed to put on a truck. Both are covered below, and both matter before you place an order.
Approval in New South Wales is not the Queensland answer
Every threshold you will read on our Queensland pages, the one metre rule, the 1.5 metre clearance, the surcharge test, the Queensland Development Code, comes from the Queensland system. None of it governs a site in New South Wales.
New South Wales has its own planning legislation, its own approval pathways and its own councils. Depending on where your site is, that could be Tweed Shire, Byron Shire, Ballina Shire, Lismore City, Richmond Valley or Kyogle. We are not going to paraphrase a New South Wales rule that we have not verified, because getting it wrong on your site is expensive. Confirm your requirements with your own New South Wales council and, where the wall needs one, a certifier, before you order material.
The border itself is easy to miss in practice. Coolangatta on the Gold Coast is a twin city with Tweed Heads, which sits directly across the state border, so two jobs a few streets apart can fall under completely different regimes. Fire ants and material crossing the border
This is the part that catches people out, and it applies to the drainage material rather than the wall itself.
Fire ants are a regulated pest and the movement controls are law. Regulated fire ant carriers include soil, mulch, manure, hay and mining and quarry materials, and quarry materials specifically cover gravel, fines, sand and crusher dust. In other words, the drainage gravel behind your wall is regulated material. Concrete sleepers and steel posts are not on that list of regulated carriers.
Leaving Queensland
Queensland has two fire ant biosecurity zones, and they are reviewed and updated monthly by the National Fire Ant Eradication Program. For soil and for mining and quarry materials, moving the material out of the fire ant biosecurity zones, or from Zone 2 into Zone 1, is prohibited unless a biosecurity instrument permit has been granted. Interstate movement also requires a biosecurity certificate before plants and plant products leave Queensland.
Entering New South Wales
New South Wales runs its own control. Fire ants are prohibited matter in New South Wales under the Biosecurity Act 2015 and Biosecurity Regulation 2017, and movement is governed by an emergency order. The Biosecurity (Fire Ant) Emergency Order (No. 7) 2026 was published on 26 June 2026 and supersedes Emergency Order (No. 6) 2026.
Under that order, gravel and rocks under 20 mm coming from Queensland require:
- the premises to be checked every 12 weeks
- treatment with an insect growth regulator if fire ants are detected
- agitation or vigorous disturbance of the material
- a Plant Health Certificate
- preventative storage conditions until arrival
The order also requires a Record of Movement declaration to be completed online before transport and retained for 4 years. Movement of turf from Queensland into New South Wales is currently suspended.
What that means for your order
Talk to us before you order bulk quarry material into New South Wales, rather than adding it to the cart and hoping. The obligation also follows the material after it lands: if you stockpile delivered gravel, sand or soil for longer than 24 hours, the storage or disturbance requirements and the record keeping become yours rather than the supplier's.
Zones and orders both change. The Queensland zones are reviewed monthly, and the New South Wales emergency order is reissued regularly, which is exactly why we do not publish a zone map that would be out of date within a month. Check the current position on the day you order, at the National Fire Ant Eradication Program's biosecurity zones page, and confirm the current New South Wales order with NSW DPIRD. Fire ants and non compliance can be reported on 13 22 68.
Delivery from Rocklea into Northern New South Wales
Depending on the order size we can usually deliver within 2 to 3 business days after order confirmation. We run crane trucks in a range of sizes matched to the load and the site access, and the final delivery cost is confirmed before dispatch rather than after you have paid.
On bulk drainage gravel, our 10mm and 20mm drainage gravel is delivered into Northern New South Wales, subject to the biosecurity requirements above. It is delivery only, with no pickup option, so ask us to price the freight with the rest of the order.

Water in the Northern Rivers
Lismore sits on a low floodplain on the banks of the Wilsons River near its junction with Leycester Creek, both tributaries of the Richmond River. The February 2022 flood peaked at 14.37 metres on the Wilsons River, the largest flood since modern records began, following major floods in 1974 and 2017.
We are not going to tell you what that means for your particular block. What it does mean generally is that a lot of rebuilding in this region is happening on ground that has been saturated, and that the drainage behind a wall deserves as much thought as the wall.
